York County Citizens,Mr. George Hrichak was the only supervisor that voted against both the budget and the tax increase. He said to the others that more spending cuts were possible.
The Board of Supervisors held a work session Tuesday evening, where public comment was not permitted, but was attended by citizens.
The Board voted 4 to 1 to approve the current 2013 Budget, which included a required 12.77% increase in the county real estate tax rate.
The Supervisors voted on the budget as follows:

Tom Sheppard..........YEA
Don Wiggins.............YEA
George Hrichak........NAY
The Supervisors voted on the tax rate increase as follows:

Tom Sheppard..........NAY (Mr. Sheppard wanted the tax rate increase reduced by one cent)

He acknowledged we are experiencing "tough times" and that raising the real estate tax rate at this time was going to be a "huge hit" on citizens in the County.
